When a Beaver receives their White tail, it signifies that they are in the final year of the Beaver program, and that they are eligible to register for the Wolf Cub Scout program at the end of the Beaver year. Prior to the end of the final year, the White Tail beaver has a choice as to whether they end their association with Scouts Canada, or continue into the Scouting Cub Section.

It is the hope of the Beaver leadership team, that the Beaver is excited and keen to progress into the Wolf Cub pack, and continue their personal development.

If the Beaver decides to progress into the Cub section, then they will participate in the "Swimming Up" ceremony, and at the end of the Ceremony, be called "Tenderpads".

The Swimming-up ceremony formally recognizes the occasion when a Beavers Beavers to Cubs. The story of "Swimming-up" can be found in the book "Friends of the Forest".

The Swimming Up Ceremony is conducted with the "Akela" (Cub Adult Section Leader), and one or more Cub scouts, and is conducted as follows, and is setup as illustrated:

The ceremony begins with the Brown and Blue Tail Beavers forming into River-Bank formation, (creating a river) and Cub pack forming parade formation. Parents are invited to take position for photos.

When everyone is in position, the Beaver section lead calls out the name of each Beaver who is swimming up. The leader states to each Beaver "Busy Beavers, I hope you will remember your promise. Once again, I ask you to join me in the Beaver Promise".

The Beavers reaffirm their Beaver Promise together.

The Beaver leader says: "Busy Beavers, we wish you a happy life and a new sharing as you do your best in the Cub pack".

The Beavers now perform the Scout left hand shake and escorted by the Keeo, walk (swim) up the river. As the White tails and Keeo walk between the river banks, the Blue and Brown tail Beavers blow bubbles at the Beavers.

At the end of the river banks, the Beavers stand before the Akela (Cub Pack Section leader) and then remove their Beaver hat and vest. (Parents may help remove hat and vest) The Beavers are now no longer considered Beavers, and are called a "Tenderpad".

The Akela walks up to the Beavers and shakes their hand using the Scout handshake, and welcomes each Tenderpad by presenting the new Tenderpads with a Cub Woggle for their neckerchief.

The Akela will ask the Tenderpads to make a Beaver salute, and then teaches them to modify the salute to the Cub Salute.

The Akela leads the new Tenderpads into the Cub pack parade, and the Cub pack, who will welcome them with the Cub pack Grand Howl.

The Grand-Howl concludes the Beaver to Cub Pack swimming up ceremony.

Special Note: If the Beavers have performed several linking activities with the same Cub pack, the Akela may consider they are ready to be invested into the Cub pack.


AFTER SWIM-UP CEREMONY

The Swim-up ceremony occurs near the end of the Beaver program year, and typically, there are several weekly meetings that are still planned. The Beaver who has swum up into the Cub Program may be eligible to attend the remaining weeks within the Cub pack, or choose to stay within the Beaver program.

If the 'Tenderpad' wishes to attend the Cub meeting, it must first be negotiated between the leader of the Cub pack (Akela), the section leader of the Beaver program and the parent of the child. This is an important point to make, as the child may be transitioning to a different meeting day, or may require additional supervision to ensure the transition is successful.
