This is the 3 year program that we have used to develop chief Scout youth over the last three years. Delta Troop is three years old. The current leadership in Delta Troop did start off with a three year plan and the mindset to develop a program that the youth could use to achieve the Chief Scout Award. We no longer develops year plans, but rather add a new year to the existing plan that we are executing. This in effect creates a one year rolling plan for the future. For scout years 2009-2010 we used year one and two of our plan. These two years formulated the core of the "Voyageur" level requirements and some of the "Pathfinder" requirements. Scout year 2010 and 2011 concentrated mainly on closing out the "Pathfinder" requirements simply because we had more youth closing in on the Chief Scout Award. This in effect created an interesting program effect as follows: 1. 6 of the youth who have been with us for three years have now achieved their Chief Scout Award 2. Youth who joined in year two have 50% of their Voyageur requirements and 80% of their Pathfinder requirements 3. Youth who joined this year have 80% of their Pathfinder requirements and few Voyagaur requirements. In Scout year 2011-2012 Delta Troop will return to focusing on the Voyageur requirements again. This will in effect bring most of the youth up to 85% of the Chief Scout Requirements, leaving them close enough to be tempted to do the rest of the program requirements themselves. **NOTE #1** The program that Delta Troop is using purposely targets approx 85% of the Chief Scout requirements through program activities on the regular meeting night, weekend camps and one day program activities. The remaining 15% we leave up to the Scout youth to earn themselves. This breaks down something like this: 80% of all Citizenship requirements are covered by our program activities 50% of all leadership requirements are covered by our program activities 100% of all Outdoor skills requirements are covered by our program activities 50% of all Personal Development requirements are covered by our program activities **NOTE #2** The Delta Troop program also contains other elements as follows: 1. Skills development requirements for the leadership team 2. Program planning requirements for the leadership team These requirements are included as this creates a well rounded Leadership team where every leader develops their skills, builds redundancy and fosters a high level of confidence within the leadership team where all leaders can rely on each other and best of all, delivers a consistent level of leadership development to the scout youth.
